OUR POLICIES

HSE

It is PAENAL HSE policy to run its business in such a way as to ensure the safety of its personnel and to ensure that it has a good and safe working environment that protects personnel against accidents and prevents pollution.

PAENAL management has directed that our aims, customer requirements, relevant legislations, regulations and contractual obligations shall be supported by an effective HSE Management System.

Paenal Management is committed to protect:

  • The health and safety of personnel;
  • The environment;
  • Company construction facilities and assets.
 

To achieve these goals, we are committed to the following work policies:

It is the Policy of PAENAL Management to maintain the good health and welfare of its employees.

PAENAL Management is committed to preventing and reducing harm from accidents and injury at work by adoption of strategies that assist in increasing awareness & education and the enforcement of company rules.

This Policy applies to all persons employed by PAENAL and includes all visitors/business partners with PAENAL.

  • All Plant vehicles shall be checked before use, for all company vehicles it remains the responsibility of the Driver to maintain the vehicle in a Roadworthy condition.
  • The Driving rules of the Country shall be adhered to.
  • The speed limit on the Paenal Yard and on the National roads shall be adhered to.
  • No driving will be done at night between Luanda and Porto Amboim.
  • Driving under the influence of alcohol or drugs is totally prohibited.
  • Only persons with applicable licenses are allowed to drive company vehicles.
  • Vehicles not designed for the carriage of passengers shall not be used as such.

It is the Policy of PAENAL management to maintain the good health and the welfare of its employees.

PAENAL Management is committed to preventing and reducing harm from drugs or alcohol at work by the adoption of strategies and assist in increasing education, drug and alcohol awareness and the enforcement of company rules. This Policy applies to all persons employed by PAENAL and includes all visitors/business partners within PAENAL area of operations:

  • Alcohol and illicit drugs shall not be consumed on company premises, in company cars, or in any time as paid employees of the company.
  • Employees taking prescription drugs that are not recommended to be taken whilst driving a care or operating machinery should notify their supervisor.
  • Working or driving under the influence of alcohol is totally prohibited. PAENAL Management will carry-out periodic random alcohol tests and all PAENAL personnel will be subject to the possibility of testing.

 

All staff members (including new employees) will be provided with education about the effects of drugs and alcohol on an ongoing basis.

It is PAENAL Environmental policy to run its business in such a way as to minimize the impact of its activities to the environment. PAENAL is continually improving its processes to minimize pollution and waste and reduce any potentially negative environmental impacts from its activities and operations.

PAENAL is committed to:

  • Ensuring compliance with local environmental legislation.
  • Educating and training employees in environmental issues and the environmental effects of their activities.
  • Monitoring the progress and reviewing its environmental performance on a regular basis.
  • Maintaining a waste management plant to reduce waste, promote a high level of recycling and promote sustainable development.
  • Assisting and monitoring suppliers and contractors to maintain similar environmental standards.
  • Liaising with the local community and participating in discussion about environmental issues.

It is PAENAL policy to place the highest priority on the Safety and Health of our workforce and the people in the communities where we operate. PAENAL anti malaria policy and efforts are focused in Porto Amboim where we recognize our social responsibility to:

  • Promote awareness of how Malaria is transmitted.
  • Assist with training community-based health workers.
  • Develop guidelines for malaria prevention and control.
  • Monitor malaria cases within our employees and their families to avoid malaria outbreak.
  • Provide our employees with effective treatment and clinical supplies.
  • Liaise with the local communities and participate in discussion about Malaria issues.

It is PAENAL Security policy to run its business in such a way as to ensure the security of its personnel and to ensure that it is a safe and secure working environment that protects personnel against acts of intimidation, violence and theft.
PAENAL Management has directed that our aims, customer requirements, relevant legislations, regulations and contractual obligations shall be supported by an effective security management system which will include regular audits and inspections.

PAENAL Management is committed to protect:

  • The security of personnel;
  • Personal and company property;
  • Company facilities and assets.

Within the PAENAL Yard, smoking is allowed EXCEPT mandatory NO SMOKING areas.

These include but are not limited to Fuel storage areas, All company offices, canteen etc. All NO SMOKING areas SHALL be clearly marked and a plan showing all areas placed on notice boards.

Smoking is also prohibited in company vehicles used by more than one person.

All personnel on PAENAL Facility are expected to comply with the requirements of this policy.

It is the PAENAL Management responsibility to promote, enforce and maintain the requirements of this policy.

It is PAENAL HSE policy to run its business always in such a way as to ensure the safety of all its personnel and to ensure that it has a good and safe working environment that protects personnel against accidents and prevents pollution. 

As such, it is the duty and the right of every personnel employed and engaged by Paenal to exercise a STOP WORK intervention whenever any employee, person(s) or group´s assets or local environment are at risk; or when there is a perceived risk to the life, health or safety of the individual(s) within the work environment.

The Management of Paenal is fully supportive of the decisions of an employee which is taken in the diligent execution of this policy:

  • Stop Work shall be applied if any situation arises due to an unsafe action or behavior or omission or non-action of any party involved in the operation, and if such situation was permitted to continue, may potentially lead to the occurrence of an incident which may lead to personal injury or damage to Company asset.
  • Any member of Paenal –irrespective of his/her position/seniority/discipline has the right and duty to apply the Stop Work Policy, if in his/her opinion or judgment, such activity is deemed to be an unsafe or risky behavior.
  • There shall be no blame or fault put on any employee calling for a Stop Work order even if, upon investigation, the Stop Work authority was deemed unnecessary.
  • The stop Work authority must be applied in good faith.
  • Timing is a critical factor. There should not be delay in calling for a Stop Work authority if need arises.
 

Work that has ceased due to Stop Work authority shall not be resumed until all safety aspects are cleared to the satisfaction of the employee who initiated the Stop Work authority or to the satisfaction of the employee whose work activities necessitated the initiation of the Stop Work authority and to the satisfaction of the HSSE Manager
